कनाडा में मौजूद पाकिस्तान की खुफिया एजेंसी आईएसआई के एजेंटों और खालिस्तान आतंकी समूहों के प्रमुखों ने हाल ही में वैंकूवर में एक गुप्त बैठक की। खुफिया सूत्रों के मुताबिक, पांच दिन पहले हुई बैठक में सिख फॉर जस्टिस (एसएफजे) प्रमुख गुरपतवंत सिंह पन्नू और खालिस्तानी संगठनों के अन्य प्रमुख मौजूद थे। आईएसआई एजेंटों और खालिस्तानी समूहों के बीच बैठक के दौरान ‘जितना संभव हो सके भारत विरोधी प्रचार’ फैलाने की योजना बनाई गई।
खुफिया सूत्रों ने कहा कि ‘प्लान-के’ नामक योजना के हिस्से के रूप में, आईएसआई पिछले कुछ महीनों में कनाडा में बड़े पैमाने पर खालिस्तान गतिविधियों को वित्त पोषित कर रही है। इस फंडिंग का इस्तेमाल लोगों को विरोध प्रदर्शन के लिए उकसाने और भारत विरोधी प्रचार के लिए पोस्टर और बैनर बनाने में किया जा रहा है।
यह बैठक प्रधानमंत्री जस्टिन ट्रूडो के आरोपों के बाद भारत और कनाडा के बीच चल रहे राजनयिक तनाव की पृष्ठभूमि में हुई। जस्टिन ट्रूडो ने कहा था कि कनाडाई सुरक्षा एजेंसियां भारतीय एजेंटों और जून में ब्रिटिश कोलंबिया के सरे में हरदीप सिंह निज्जर की हत्या के बीच संबंध की जांच कर रही थी।
भारत ने ट्रूडो के आरोपों को “बेतुका” और “प्रेरित” कहकर खारिज कर दिया और इस मामले पर ओटावा द्वारा एक भारतीय अधिकारी को निष्कासित करने के बदले में एक वरिष्ठ कनाडाई राजनयिक को भी निष्कासित कर दिया।
कनाडा में इस वक्त 20 से ज्यादा खालिस्तानी और गैंगस्टर छुपे हुए हैं। इसे लेकर राष्ट्रीय जांच एजेंसी (एनआईए) और देश की अन्य एजेंसियों ने कई बार कनाडा को एमएलएटी (म्यूचुअल लीगल असिस्टेंस ट्रीटीज) भेजी, लेकिन कनाडाई जांच एजेंसियों ने न तो कोई जवाब दिया और न ही जांच में सहयोग किया।
इस साल की शुरुआत में, भारत ने कनाडा को नौ खालिस्तान समर्थक आतंकवादी संगठनों की एक सूची सौंपी थी जो पंजाब और भारत के अन्य हिस्सों में चरमपंथी गतिविधियों को अंजाम देने की योजना बना रहे थे।
